Adaptive Conversions
Rhode Island does not currently have enough homes to meet the needs of residents, and prices are rising as a result. At the same time, commercial office vacancy rates remain high in the wake of COVID and a number of former schools and nursing homes sit empty around the state.
A new residential reuse incentive program will help repurpose underutilized buildings as housing, revitalizing neighborhoods and creating high-quality construction jobs in the process.
This Bill Will:
Create a new gap financing program that helps convert vacant offices, former schools, and former nursing homes into new homes
Incentivize projects that prioritize housing for health and education workers
Create good-paying construction jobs and leverage union pension fund investments through strong labor standards
