Technical Fixes
Rhode Island’s housing shortage has been decades in the making; solving the problem will also take an extended effort. The General Assembly has made housing legislation a priority during the last several sessions in order for the state to adopt and evaluate different possible solutions.
These efforts benefit from ongoing feedback from homebuilders and municipalities alike. Bills H8039 and S2907 will improve past-year legislation by addressing minor uncertainties or omissions.
This Bill Will:
Clarify provisions of the accessory dwelling unit (ADU) law and close the “build-to-convert” loophole for detached accessory structures
Address how subdivision laws apply to substandard lots containing multiple residential buildings, encouraging reinvestment in these properties
Spell out how last year’s single-family townhomes bill interacts with local regulations, making implementation easier for cities and towns
